Spandam drags Robin along the Bridge of Hesitation and finally arrives at the Gates of Justice. Meanwhile, Zoro continues his clash with Kaku, and as things become more desperate, Zoro's rage begins to manifest as a dark aura.

Luffy gives Franky the opening he needs to head for Robin. The cyborg runs into trouble at the start of the bridge, but all is not lost as a lone sniper appears atop the Tower of Justice. Despite these minor victories, the buster call commences.

With time running out, Luffy activates another special ability. The vice admirals of the buster call are shocked to see Luffy taking on Rob Lucci and recall how the CP9 enforcer, even in his youth, held strongly to a dark sense of justice.

Lucci corners Luffy, weakened by his new ability’s aftereffects. Back on the bridge, Spandam makes an attempt on Robin's life, so Franky jumps into action. Meanwhile, the rest of the gang is about to drown in the flooded passageway.
